The Shire of Augusta Margaret River (the Shire) previously advertised two separate versions of an application for a Feedlot at Lot 100 Treeton Road, Cowaramup, in July of 2019 and February of 2020.  Following consultation and a review of these versions of the application, the applicant has elected to amend the proposal.  This revised form of the proposal is now being advertised, seeking your comment.

The establishment of a feedlot as proposed requires both planning approval from the Shire and works approval/licensing from the Department of Water and Environmental Regulation.  You may also have received a recent referral of this revised proposal from DWER.  

Key aspects of the revised proposal are as follows:

  • The existing feedlot located on the south side of Treeton Road would be decommissioned in the event the proposed feedlot is approved;
  • The existing feed manufacturing facilities located on the south side of Treeton Road would remain;
  • Construction of a feedlot with a capacity of 1,000 head at any one time with an estimated annual throughput of up to 3,000 head per year.  This is based on a stock rotation period of approximately 60 days.  The feedlot has been amended from the north-eastern portion of Lot 100 identified in the attached Plan, to the central western area of Lot 100;
  • The feedlot area remains the same as in previous versions of the proposal and totals 21,970 metres squared comprised of:
    • Cattle yards of 97x30 metres, with the amended location setback 173 metres from the southern boundary with Treeton Road.
    • Eight pens in a configuration of two rows of four pens 39x45 metres wide, with an area totalling 1755 metres squared each.  Each pen accommodating up to 125 head of cattle.
    • Partial cover of the cattleyards approximately 3 metres high 15x10 metres in size.
    • Roofed feed troughs 2x39 metres wide within each pen.
    • Two separate layers of compacted clay forming a 300mm deep impervious clay layer.
    • Pens sloping towards a central raceway, drained to a silt trap and sedimentation pond.
  • The feedlot is intended to operate from November to May, with runoff being collected in the evaporation pond until June;  
  • Manure to be transported offsite immediately following the cleaning of each pen following stock rotation; and
  • Deceased animals being placed in the clay-lined immediately west of the feedlot area, as identified on the attached plan.

In addition, further information has been provided regarding traffic movements to and from the proposed facility, and management practices in relation to the land around the constructed feedlot area.  

The proposal complies with the development standards, including boundary setbacks, under the Shire’s Local Planning Scheme No. 1.
