Shire Infrastructure
The Shire manages a vast portfolio of land, buildings, roads, pathways and other community infrastructure across the region.
This portfolio continues to grow as the Shire takes on additional assets from major subdivisions and developments.

- Hospitals
- Speed regulation or limits – Main Roads and Police
Infrastructure requests and capital works prioritisation
The Shire receives many requests from the community for new infrastructure or upgrades to existing infrastructure. These requests can include projects such as:
- New or upgraded playgrounds
- New pathways and footpaths
- Street lighting (first point of contact Western Power)
- Public toilets
- Road upgrades and sealing of unsealed roads
- Public open space improvements
- Community facilities and other infrastructure
The requests can vary significantly in terms of cost, community need, risk, urgency, level of benefit and impact on the broader community, as well as the ongoing operational and maintenance costs associated with the infrastructure.
All requests are recorded on the Shire's infrastructure request register. This register is an important input into the preparation of the Shire's Forward Capital Works Plan, which identifies capital projects proposed for delivery over the next 10 years.
It is not possible to accommodate every infrastructure request. Consequently, projects are assessed and prioritised against a range of factors to ensure that available funding is directed towards projects that provide the greatest overall benefit to the community.
Considerations can include:
- Community need and benefit
- Strategic alignment with the Shire's plans and objectives
- Existing levels of service
- Safety and risk
- Accessibility and inclusion
- Environmental and social impacts
- Capital construction costs
- Ongoing operational and maintenance costs
- Availability of funding and grants
- Project readiness and deliverability
- Impact on other Shire services and priorities
For larger or more significant capital projects, the Shire may also undertake community consultation to better understand community priorities and ensure that proposed investments reflect the needs of the community. For example, consultation may be undertaken for significant Public Open Space upgrades or major community infrastructure projects.
Where appropriate, the Shire may also use the information gathered through the planning and consultation process to advocate for additional external funding or grant opportunities, helping to deliver projects that may otherwise not be achievable within the Shire's available capital budget.
This approach ensures that infrastructure investment is considered strategically and across the entire community, rather than individual requests being assessed in isolation.
